gNPSI uses port 4739

4739 is allocated for IPFIX.
IMO it should not be reused for gNPSI, that sets a bad precedent.

So far we have been rejected by IANA for a port allocation and the basis that the server can run on the same gRPC tcp port hosting gnmi/gnoi/etc and that gnpsi is not sufficiently differentiated from ipfix/sflow.
We may appeal this decision in the future if additional data comes up to support the position that gnpsi deserves it's own port.
Until then, the choice of tcp port for gnsi should be configurable by the end user via /system/grpc-servers/grpc-server/config/port
