The scroll bar size and behavior is controlled by the client window manager.
I assume you are using Linux with a theme that is using a small scroll bar, right?

Windows 10 Pro x64 with latest updates. Are there different themes for windows? I did not change anything...I guess its the default!

Update: You were right. The screenshot originates from Ubuntu Mate 17.10 x64 with compiz window manager. But I have the similar issue with Windows (specs see above), even there is a bit more "space" till the resize mode starts...The native screenshot function of windows does not capture the cursor, otherwise I would have posted one.
