Why are you not having the hostile things owned by Creeps?

These aren't custom maps, they are maps in the release.

no-fly-zone.oramap, for example, has the following in its map.yaml:

        PlayerReference@Neutral:
                Name: Neutral
                OwnsWorld: True
                NonCombatant: True
                Race: allies
                Enemies: Multi0,Multi1,Multi2,Multi3

That "Enemies" attribute puts the "Neutral" player as a hostile player to all multiplayers, but is also the owner of the world.

Ok, ill fix that one. Those actors should be owned by creeps if they should
be hostile; too much else depends on neutral being neutral.

The broken map is gone. I think we're done on this bug now; reopen if there are further issues.
