hi, I'm trying to get up to speed on this but at least at first pass those messages look correct to me, interfaces only have the device/sriov_totalvfs file if they are physical devices that support sriov. Most of those devices (veth, and vxlan) are virtual interfaces, not real devices so they wont have a device/ directory at all, and they wotn support sriov anyway.
For physical devices that file will only exist if the hardware supports sr-iov, not everything does and I would guess enc1 doesn't (I haven't touched s390x in years but I suspect z/VM virtualises the interface below the level the linux kernel sees).

So I think this is more an unnecessarily scary message than an actual issue.
Although, if there are features that S390x network interfaces have that should be reported I would be interested to know.
