syslog logs get disabled when debugging is enabled about opensmtpd

The reasoning for wanting syslog debug is that if I have scripts or humans that expect to find logs of messages in /var/log/maillog, it makes it a disincentive to run in debug mode without this fix.

Actually that behavior is consistent with other daemons, so I am not sure it is a good idea to diverge.
That said, we could do something like that if we all agree, but then I think we should only log regular
messages to syslog, not debug traces.

Yup, log.c is not an opensmtpd thing so should we change that behavior we'd have to sync with henning@, claudio@, benno@ at least, deraadt@ probably too I guess

bah, diverging with shared code is indeed not pleasant, guess I'll keep this diff a local one unless I somehow manage to get lots of others onboard with the concept, don't expect me to try soon or hard. seems I'll be debugging via syslog instead of via '-d' on anything close to production systems..
