Strange Mac build about openvino_contrib

@ilya-lavrenov, Am I right that it has been changes somewhere between 2021.2 and 2021.3 releases? I see that 2021.2 had .dylib extensions for the plugins (at least https://files.pythonhosted.org/packages/a5/ba/bafc1fd0c24d32e2fd74700edfd027e3651494ccb90abb9f16ec463ef23c/openvino-2021.2-170-cp37-cp37m-macosx_10_15_x86_64.whl). The latest https://pypi.org/project/openvino has .so, that's right.

• .dylib are usual dynamic libraries
• .so are plugins
