--xla_enable_hlo_passes_only disables all other passes which isn't guaranteeing a working pipeline, you'd probably want to use xla_hlo_dump_pass_re=.* to dump before/after every single pass, and then you could either convert those to DOT (or maybe even generate DOT files directly using other options).

Thanks for the swift reply. Yes, I have used the option xla_hlo_dump_pass_re=.* to dump all the passes.

But I would like to narrow down the compiler optimizations and control a single pass for instance layout assignment. To make that work, how can I get a minimal pass pipeline working?

Is that option possible, using the debug flags? By listing all the required passes in a specific order for running a naive layout assignment pass?
