Please see oracle/weblogic-deploy-tooling#1477. Can you please open an SR against WebLogic? As Robert noted in the issue against WDT, this is likely a bug in WebLogic or in the SQL authentication provider.

@khismatullinmax From a WebLogic Operator perspective, I think this works as designed. When using WebLogic operator with MII, the domain is essentially recreated inside the container every time you update the domain spec. If WebLogic is triggering deletion of users when the SQL Authenticator is added to the domain, then you really only have two choices:
- File a bug on WebLogic to see if they are willing/able to provide a mechanism to prevent this from happening.
- Switch from MII to Domain on PV.
