Looks like it unfortunately just needs to be updated each time the patch version increases.

Oh yea...look at that. If you just manually change the runtime.txt to the latest supported version python-2.7.13 it will work. I don't know enough about Python to understand why you would need to update this with every version.

I think it's a Heroku issue not a python issue, looks like they grab the specified runtime exactly instead of allowing major/minor versions only.
