Duplicate Transmission Technology Values Being Created about osemosys_global

Hey All - found the error. In the Costs Line Expansion.xlsx we have two entries for this line, so the script enters it twice to match. I can remove duplicates in the script but before doing so thought I would check with @maartenbrinkerink to make sure it isn't better to update the source data. @maartenbrinkerink or @abhishek0208 - let me know if you want to update the source or if I should remove this in the OPG_powerplantsdata.py script.

Thanks @tniet. I've updated the source file on the Harvard Dataverse. Correct link is; https://dataverse.harvard.edu/api/access/datafile/4551443?format=original&gbrecs=true

Also note that the duplicate entry was not on the 'Interface' sheet but only on the 'Lines' sheet. The 'Interface' sheet is the sheet you want to be working with given it provides costs per MW.

I have updated the Costs Line Expansion.xlsx file to the link above and updated the OPG_powerplant_data.py script to read from the Interface sheet in pull request #49
