brectanus: Attachement integrates mlogc code into ModSecurity codebase.

ivanr: I've noticed two things:
- I couldn't find any mlogc-related configure switches. Am I looking in the wrong places; do we have any? I think a dynamically-compiled mlogc should be built by default, but some people may want to build a statically-compiled one, with some other people not wanting to build mlogc at all.
- The documentation needs to be updated to reflect these changes.

brectanus: I did not see a point in a static build of mlogc as no one seems to use that option in the past (no complaints it has not been there at least). The previous standalone mlogc source that allowed static builds included all the dependenciy source and built them all at once. this was a pain to maintain. I just integrated it exactly like it was in the modsecurity source distribution (ie no static), but the code is now under the same SVN branch, so no doc changes, you just "make mlogc" as you have in the past.
If there is need I can add back in the static build, but I thought it time better spent elsewhere.
