Are refresh, and occurrences sensu check attributes properly supported? about pdagent

Pretty much guaranteed to be no. See https://gist.github.com/calebhailey/8a30a00c6aadfebf7f767444f0a3df49 and https://github.com/sensu-extensions/sensu-extensions-occurrences. You should use sensu's builtin handler filter, like:
