Automatic Branch Upstream branch synchronization about payara

Upstream synching will be automated. We currently have an automated synch to our old development repo we just need to update the job to point to github.

I've modified the script we were using to sync with the old private repo to push to Github. It push throughout the day to the upstream branch, but it's worth keeping an eye on over the next few days just to be sure it's working. (The most recent push was a manual one by me to make sure it was working properly)

I'll close this now because it should all be done.
