Implement memory allocator for C# about csharp-sqlite

Before you'll start doing it make sure that it will actually help (do simple 
test
with allocations of SQLite common sizes). byte[] allocation pretty cheap and 
also
.NET can defragment memory and move those allocated blocks around for faster 
access.
GC can be smaller problem than complexity of code and inability to defragment 
memory.

Check in 2010-2-16 added compiler option SQLITE_MEMORY_POOL;  See Benchmarks for
improvements
