I figured it out. It worked after I changed the workflow permission to contents: write.

@erichstuder This already is in the readme in the description of the token input. I don't know why write permission is necessary. That's just what GitHub's API requires for this endpoint.

May I suggest to add this hint to the example in the README.md? I had the same problem and found the same solution. Would be nice to have a hint about that. Also an explanation why write permission is necessary could be helpful.
