how did you get the new version?
i think you should go
cd vendor/bundles/Mopa/BootstrapBundle
git pull
or try a vendors update

Yes, that's what I did. This problem started after getting the most recent version.

Duh. It's because TopBarInterface.php and GenericTopbar.php are using "<?" instead of "<?php"
Might want to stick to <?php if possible.
