RETINA_PREFIX should be moved to PIXI.settings about pixi-haxe

I have noticed that PIXI.RETINA_PREFIX is still available in 4.2.2

In fact both are available PIXI.settings.RETINA_PREFIX

Added a new static Settings class in core package. Let me know if all is good and I will release it.

@adireddy Ok thanks, will check, when I was testing with v4.2.2 library I was getting a runtime error when trying to set the PIXI.RETINA_PREFIX

Released v4.2.2 externs so you can test from haxelib directly.

@adireddy , just got around to testing it out, I think Pixi.hx needs a settings var
