This (_submissions/reviewerAssignments) is a new endpoint, built deliberately for the new submissions list. My impression is that all assignments should show all reviews, including past ones e.g., already published. And it can be filtered further. In this case I would also considered showing the pending assignments as a default list as it's more important information for the user.

It may be also that for reviewers with a high number of assignments the all assignments list might not be useful. Looking this way, we, indeed, can limit the list only by those in the review stage and show past ones in the completed/declined list.

According to the mock-ups I made and what I had in my mind is that for reviewers when all review assignments are clicked, it shows review assignments that are not only pending (i.e. to accept/decline review requests) or complete a review but also reviews that have been completed by the reviewer or have been declined by the reviewer.

I do not personally know the merit of showing the review assignments in different stages once the reviewer has completed the review but I guess it is to keep the reviewer alerted about the submission's progress.

However, I don't know if this will increase complexity in a way that we need to decide what information to show the reviewer when the submission is in different stages or rather its just an alert stating which stage it is in.

If you ask me, for "All Assignments" for reviewer we should only show review requests, incomplete reviews and completed or declined reviews nothing more than that
