Summary of discussion from @hzhou @pavanbalaji @minsii :

1. We decided to do not merge PR #64 due to overcomplicated code in OSHMPI with minor performance benefit.
2. Concerns to add xxx_abs in MPICH: (1) breaks ABI compatible (2) complex winfo storage logic in OFI
3. Intent to use dynamic window as default. Thus, xxx_abs becomes unnecessary.
   • Maybe still useful when private context is added? E.g., for private context we still use win_create
4. Dynamic window + hint with heaps created by win_create may be alternative?
   • hint check adds one branch, but the code might be much cleaner in both OSHMPI and MPICH
