Sorry for the delay in replying to this one: I just tried it on a site myself, but I encounter no issues. What kind of sitedefinition/template is your site based upon?

It is a Team Site. STS#0
I also have some other issues with this root tenant site.
I will try the same code on another o365 tenant root site and let you know how it goes

I think I can reproduce it: enable the Publishing Feature on Site Collection. The CmdLet still works if the specified url is NOT in the current site collection.

I have enabled publishing features on the site i am working with as well.

With the current release of the cmdlets I cannot reproduce this issue with both the publishing feature and not active. I will close this issue
