You seem to have the minimal download strategy feature active on your site, hence the url:
/sites/dev-site/_layouts/15/start.aspx#/ListName/Forms/View Name.aspx
Change it to:
/sites/dev-site/Lists/listname/forms/view name.aspx
Having said that: the toolbar property is a bit of a special beast. We tried to expose that property through the provisioning engine too and failed, right now we do not expose that property in the engine, so I expect it will also fail setting it through PowerShell.
