will Cosmic Develop it's own Screen Magnification Software or will it be using something like kMag or the GNOME one?

This has not yet been decided.

Given that the GNOME based Magnifier is part of the shell and cannot be used with other desktops than Gnome, we will certainly not use that.
I believe kMag is also using a private shell protocol and technically a proper magnifier implementation needs some shell integration, so the chance, that we will develop something new for cosmic is pretty high.

Magnifying is a surprisingly complex problem, given that the window magnified needs to render at a higher resolution to provide more detail.
There is currently no way to override the scale factor for a single window, but only for a complete output in wayland, significantly increasing the computational load for rendering given that every visible client will start to render at a higher resolution.

Thankfully https://gitlab.freedesktop.org/wayland/wayland-protocols/-/merge_requests/145 is on it's way of being merged and should address this issue.
I do not know exactly how Gnomes implementation works, but it might just be, that they are running into this exact problem.

However, I have high hopes that as the development progresses, the team will create an exceptional version that includes accessibility features.

Indeed this issue is not of very high priority right now, but be assured, that we are aware of the challenges and try to accommodate for these features inside the code base as early as possible. I am optimistic, that we can provide a good user experience once cosmic supports this feature.

Thankfully https://gitlab.freedesktop.org/wayland/wayland-protocols/-/merge_requests/145 is on it's way of being merged and should address this issue.

Seems to have been superceded by fractional-scale-v1.
