Same issue. There is a significant loss of performance.

When you cause a big number of chunk to be loaded, the tick processing time increases too much. Probably, optimized hot blocks finding algorithm can fix this. I see 3 major factors of the tps loss:

1. many players;
2. frequent chunk loading (flying, etc);
3. I guess, radius of search relative to the player's position in the current algorithm is too higher than it could be.

First of all, I do suggest extracting the radius into the config file. Only by reducing it to 12 from 30 can you increase performance up to 15 (30^3/12^3) times!
