Try:

$backendConfig = @{Name = 'SlackBackend'; Token = 'SLACK-API-TOKEN'}
$pbc = New-PoshBotConfiguration -BackendConfiguration $backendConfig

The -BackendConfiguration parameter of New-PoshBotConfiguration takes a [hashtable].

The actual backend object is used when you create a instance of the bot with New-PoshBotInstance. Note that when you create a brand new config with New-PoshBotConfiguration, you need to make sure to add your Slack handle to BotAdmins otherwise you won't be able to run any of the builtin plugin commands.

$backendConfig = @{Name = 'SlackBackend'; Token = 'SLACK-API-TOKEN'}
$pbc = New-PoshBotConfiguration -BackendConfiguration $backendConfig
$pbc.BotAdmins = @('devblackops')
$backend = New-PoshBotSlackBackend -Configuration $backendConfig
$bot = New-PoshBotInstance -Configuration $pbc -Backend $backend
