I would ship as 0.X.0 for now, but definitely ship - I don't think we're at 1.0.0 until after we have the Update-Plugin command / we standardize and move forward on the plugin naming/discovery/etc, but I don't see a good reason not to publish - it's totally okay to publish the beta version and iterate quickly.
If the value is in shipping and getting more/faster feedback, we should do that. I'm not sure I see why we should be at 1.0.0 or higher before we do so, especially if we don't close out our milestone issues.
