I don't love
For use cases that have to throttle REST API calls (such as querying GitHub API), recommendation would be to use Invoke-WebRequest for finer control.
But since it'd be opt in via a parameter, I can live with that.

I love this RFC. Will make REST API clients in PowerShell so much more powerful, and allow essentially streaming object resources from REST APIs.
