The Server service is needed in order to find the user. If the Server service is stopped then this call will fail:
$user = [System.DirectoryServices.AccountManagement.UserPrincipal]::FindByIdentity($principalContext, $UserName)We will update our documentation so that it's clear that this is a dependency.

The problem here really not lacking documentation but inability to use this resource in Windows Server Core running inside default Windows container. Server Core in Windows container have "Server" service disabled and hence a lot of DSC resources will stop working as well (this is just one of them)
