As a long term solution, I think, NuGet provider should leverage the NuGet Client APIs to enable the new features/functionalities being added by the NuGet team. PowerShellGet can use the pack and push apis from the loaded NuGet client librairies.

rewriting package management to use NuGet Client API is a noble goal and I don't disagree with it but I feel like it's an order of magnitude more expensive, and more likely to introduce subtle backcompat issues...

Because we can't ship nuget binaries in Windows image, there would still need to be some bootstrapping step to deal with this if/when an updated PowerShellGet is included in a future Windows version
