Set-SecretStoreConfiguration should consider ensure dependent property value pairing about secretstore

I think we should update the error message to be this:

A valid password is required to access the Microsoft.PowerShell.SecretStore vault.
Use the Unlock-SecretStore cmdlet to provide the required password, and optionally a password timeout time, to access the store.

Thanks for clarifying this....@rchaganti the user can still unlock their store using the Unlock-SecretStore cmdlet, a user may want a password with no interaction for automation

This is by design. When configuration is 'non-interaction' then Unlock-SecretStore must be used to access the store, including getting and changing configuration settings. We can enhance the error message to make this more clear.
