windows: running tasks for projen development on Windows about projen

Wonderful! Looking back, I think it would have been tricky for me to find that the issue was in the jsii-docgen repository.

This was slight mind bend to get working actually 🙈
The main reason I suspected docgen was because jsii and jsii-rosetta completed.

I'll look into the glob pattern for tests later this week. Thank you for pointing out the reason.

I think jest used micromatch for these patterns, so we'll have to rewrite the default patterns to work on windows.
