If I'm not mistaken DCT is just a straight JPEG file. You can probably use a third party library such as Pillow (aka PIL) to deal with it.

Any PDF with large color images is likely to use DCT compression. I see DCT all the time. It just depends what you use regularly.

I have added the DCT test case in this pull request. It simply extract the raw data. If you save it as it is in a jpeg file it will produce a valid image.
