These are prepared with Virualenv in mind. So it should not be installed on default python.

Mmmm. If you want to be really helpful, can you be more specific? What's the "we"? What are the policies? Which type of packaging are you referring to (pip?)

I am talking about linux distributions, I thought that was clear from my first post. Widespread policies include that bundling any kind of libraries is bad (that's what pyinstaller does afaiu), primarily (but not limited to) because it's bad for security.
So this packaging method is not going to happen in any major linux distro.
