IIRC, the --no-site-packages of virtualenv has been deprecated, and disabling system site-packages is the default behaviour nowadays.
The pyenv virtualenv command doesn't care about the version of virtualenv, it just checks the existence of the executable named virtualenv. If you want to use specified version of virtualenv, please try to install virtualenv by your hand with pip install virtualenv==${VIRTUALENV_VERSION}.
