Multi-segment EXIF fails to read about pillow

I've created #8127 to resolve this.

For an immediate solution, you could use the following code.

from PIL import Image, ExifTags
with Image.open("739c1921.jpeg") as i:
    exif = Image.Exif()
    exif.load(i.info["exif"])
    x = exif.get_ifd(ExifTags.IFD.Exif))

Another member of the Pillow team still needs to approve it, but it's a fairly simple change, so I expect it will be.
