vincent popups fails on same marker after clicking off the marker about folium

@birdage Yes! It is still an issue. I think we lost @wrobstory short time window and now we have to figure out the solution ourselves 😄

I am not good with the JS part, but I am trying to adapt folium so we have more control on the text popup, that way we can just use HTML iframe and bypass that problem all together.

That is not an elegant solution, but the folium/vega/vicent combo does not split the JSON into data+plot, so it is not that different from embedding the Vega/vicent JSONs.

This is fixed for HTML/text popups. The problem remains with vincent popups, but that will be addressed once we get a new vincent release.
