Well, just something which shows exactly where you are talking about.
(I'm not exactly sure what you mean by "detached toolbar" and its border.)

For comparing i opened popup menu. One konqueror toolbar is detached. It is visible only due to shadow. May be it should be called undocked? Toolbat settings tab includes option to set border type: dark and light.

In this theme they are inverted by playing with values in "User shades" section, so dark in my example gives contrast white border, while light - somthing smooth, useless for dark themes.

Currently there are only four border values, available for both toolbars and menubar: dark, light, and their "all sides" variants. First two affect only sides, parallel to toolbar direction (for horizontal toolbar they are horizontal) others - all, including ends too. But it is simple 3d border. My proposal is to make these borders as configurable as for buttons: actually user gradients include specification of border type, actually including none, light, two 3d kinds and shining (in this theme it is light border).

After modification border styles list for toolbars and menubar could include following additions:

  • From gradient (use border, defined in gradient properties, btw same may be for tooltips too)
  • Window (same as for toplevel windows and dialogs, but without header with buttons and text caption).

There could be two border types: for docked and undocked modes. Btw, same for gradients (docked toolbar is part of window, while undocked is self - completed element).

One example of border for detached toolbar. This one is defined purely by gimp, and i'm not sure even, when is window type.
