Cache to improve UX

Another user suggested using a cache to pick the version when running pop up parachain.

Now with pop new parachain the user can pick the desired release version. pop-cli should remember the chosen release, and use it for subsequent builds and deployments use the same version.

Not needed for now with all improvements in pop build and pop up, to review if is needed once we start pop add pallet functionality
