Actually, there is a failure code for that (24), but the hardware is not recovered in contrast to what the comment in the code says.

You are right about the joint launches, the hardware gets consumed in MissionSetup(), which is called for both pads before the mission is launched. Probably the best course of action would be to move the code into a separate function, so that we can either remove or restore the set of hardware for a given pad.

That would be awfully handy. I don't currently notice it in-game (only when I stop and think about it) because I'm used to the way it currently works. Of course the same went for other rough edges we've smoothed out, such as scrolling through mission types in Future Missions, so I am in no way trying to discourage you. In fact experienced players might find it a welcome surprise to have less software to buy after one of these incidents: "What? Oh right, part B didn't launch - this must be the leftovers" etc.
