Externalize strings about raceintospace

GNU gettext seems like the easy choice to me. What did you have in mind?

The biggest issue with translating RIS is that the length of the text is tightly coupled to on-screen layout. Being able to change the strings doesn't help a lot if the new strings have to be exactly the same length. For this to be useful, we'd also have to make the layouts more fluid.

I suppose this would be part of a much larger task to move the screen layout drawing into more of a layout structure and draw that with generic routines.
