I’m running a Moto Z3 on Android 9 and have no issues with either, also using UDP split tunnel.
Perhaps you should go back through all the OpenVPN settings to make sure you didn’t miss something.

I set up a local PiVPN (through my home connection) instance and tested against that. Experienced the same issue. This is likely related to this issue: #2 I'll close this issue for now.
