Changes in service account tokens - QA request about fleet

After discussing this, it looks like the feature didn't work for long and hasn't been working for 2 years. We're not affected by the service account change and will need to re-evaluate once (if) we fix the feature.

In detail:

Rancher provides access to Gitjob's webhook server via https://<your-server>/fleet/webhook. This is done by creating an ApiService resource that registers the URL and creates a service account token.
Gitjob can then use the service account token to start a websocket dialer. All Gitjob webhook URL handlers are exposed via the websocket to "steve" and are, in theory, accessible via the "/fleet/webhook" URL.

This feature was broken by renaming the created secret in rancher/rancher@a946621
Without a matching secret, Gitjob will not start the websocket dialer.
