Containerize tests for portability

Some Details: * Enable running tests in a docker container * Currently Openshift InterOPSs uses prow for their pipeline, but they need an updated image to execute. * So we want to publish an image then run our e2e tests against that image. This happens in the [old repo](https://github.com/stolostron/clc-ui-e2e/blob/main/Dockerfile.interops), so we need to provide a replacement.
