Official description of the bounty system about marketing

At the RChain Gov Conf in February a working group was formed to build a Members Site. The group built it: https://coop-member-v1.rchain.me/

The site had been approved all the way up but then it got blocked. The problem was the bounties page, which (directly quoting @JoshOrndorff ;) was "inviting newcomers to start working in the ecosystem". The Coop was uneasy about the environment. The history is here: rchain/bounties#595

The bounty system is a moving target. It has evolved every month since its inception and the current reboot is prob not a stable release. So while I totally agree with Joshy about making it more publicly visible, I think we need to at least wait for a .1 release, so to speak.

Until the bounty system has matured to a point where The Coop is happy with it, I suggest we continue to use the Github wiki as the base of its documentation. Devs should have no problem with that, in fact they expect it. Non-devs need to get onboard in Github anyway.

(Personally I would like to see the Members Site go online asap, without the bounty system content, but that's off topic for this issue.)
