memory which is collected when calling gc_collect_cycles() is not a leak, because it would also be collected by the usual collection cycles which are triggered by the parser itself. memory leaks would lead to an increasing consumption which will not be freed again in case you call gc_collect_cycles()

Agreed. The symptom could be misconstrued as a memory leak, since based on the high volume of requests I'm sending, and the noticeable trend of continually increasing memory usage, it seems PHP's garbage collector is not optimized for this currently.
