Just out of interest: what happens when Wifi is switched off, but airplane mode is not activated?

The same behavior if wifi and cellular switched off.

I cannot reproduce this bug (iPad iOS7).
Since this issue was filed, the HTTP server built within the native Readium launcher apps (iOS, OSX, Android, etc.) uses 127.0.0.1 instead of localhost:// so that IP does not need to be resolved. This fixed the issues with "airplane mode".
