Create a Vale style to check for Mod Docs rules about modular-docs

• What are some good permissions for contributors in https://github.com/redhat-documentation/modular-docs/
• Creating a Mod Docs style for Vale at Red Hat. Do you want to create an issue for this, @jhradilek ?

@rolfedh I'd be happy to and when I am done, I'd be happy to work on making it part of the Vale at Red Hat project, but similarly to that project, I am not a member of the project on GitHub and do not have permissions to reassign issues.
