Testcase lacks detail. Where do i get a manifest with an SLA? We can't use Red Hat manifests. Syncing many gigabytes of content is something that automation simply cannot afford to do. It is slow, resource intensive, and offers very little return in terms of finding bugs. If we need to create special content just for automation I think that's exactly what we should do, rather than cripple automation. So if that's what's necessary let's create a task to do that and enlist dev help.

I believe the test case is complete; however, the question about manifest - any load-able manifest would work here as long as the product includes a SLA (standard, premium, etc...).

To summarize our irc; tests requested for sam should be created even if the test is not suitable for Katello. Just as we block katello only tests from running against SAM or Headpin Og should be able to decide if a test is (not) suitable for Katello and block accordingly.

With regards to a manifest, if it would help I can create one from stage and provide for the purpose of this testing.
