I've had a read around and I'm finding bit tough to shift through the waffle on GPL compliance, what are the key features the code needs to have?

The code can be whatever crap anyone wants to put out. Doesn't even have to function or anything. The license is just giving permission for people explicit permission use, distribute & modify your code.
I think it just needs:
/*
- Copyright (C) 2011 redroot All Rights Reserved.
- holmes.css HTML5 CSS Accessibility Validation
- Licenced under GPL license
- http://www.gnu.org/licenses/gpl.html
*/
It would allow me to bundle it into existing Drupal.org projects:
http://drupal.org/licensing/faq
Otherwise it would need to be in an external library which would be a pain.
This just makes it easy for folks to incorporate & encourages folks to contribute to it.

Ah fair enough, I must have been reading the wrong thing then. Added the license, cheers for that!

Cool. Thanks. Makes it much easier to contribute stuff too.
