After closing the Visual Studio instance, the VSIX Installer dialog does not appear and the “Reqnroll” extension fails to install.
### Steps to Reproduce
**REGRESSION INFO:** Regression issue, not repro on the older main build(VS18.7 I1) - Insiders [11712.32.main].
**INSTALL STEPS**
1. Clean machine: Win11 24H2 ENU
2. Install VS18.7 I1: Insiders [11713.324.main] from [Pipelines - Run main-11713.324](https://devdiv.visualstudio.com/DevDiv/_build/results?buildId=13824003&view=results)

**Note:1**.This issue is only repro for WinARM64 VS.
**Steps**
1.Install and launch VS
2. Navigate to "Extensions ->Manage Extensions" and search for "Reqnroll" in the search bar
3.Hit "Install" and close VS instance
**Actual Results:**
No VSIX Installer dialog shown and fail to install the "Reqnroll" extensions after closing VS instance.
**Expected Results:**
VSIX Installer dialog should be displayed and Reqnroll would be installed without any issue.

[Hongling 04/16] This issue doesn't repro with latest main build(VS18.7 I1) - https://devdiv.visualstudio.com/DevDiv/_build/results?buildId=13851156&view=results on Windows ARM machine. I'm closing this ticket now. If we see it again, we'll provide these logs. Thanks.
