The art team can comment on this but I slightly think that representing the default state as a "-" isn't the clearest iconography. Instead I'd use some kind of empty rectangle or something like that to represent the base state, which isn't necessarily a negative thing.

I think that could work. Though it is not as applicable to the later stages where upgrades may apply to vehicles or buildings, as I'd like it to be in the optimal case. @LePhroger White on transparent is what the existing icons use. That image format works perfectly.

@LePhroger it seems like you haven't signed our CLA yet which means that we don't have permission to use your icon in the game. I think an icon like the one you made would be sufficient for the game currently.
